Concise Historical Information
1918 – Organization of the State Scientific library (SSL) of the Presidium of the Supreme Soviet of National economy (Moscow). Founders and first directors: L. A. Schlossberg, A. I. Yakovlev, D. I. Ulianov.
1927 – The SSL becomes the Central library for specialists of industry.
1946 – In accordance with the Government’s resolution the SSL is assigned to the Ministry of Higher Education of the USSR to meet the information needs of researchers and engineers of the State ministries, agencies, establishments and enterprises.
1948 – The SSL becomes a recipient of non-chargeable legal deposit copy of printed editions, published in the USSR (supplied by the All-Union Book Chamber).
1958 – The USSR Soviet of Ministers issues the Decree on assignment of the SSL to the Siberian Branch of the Academy of Sciences of the USSR (Novosibirsk); the name “SSL” is changed for the State Public Scientific and Technical Library of the SB AS of the USSR (SPSTL SB AS USSR).
1961 – construction of the Library building started in Novosibirsk.
1963 – The SPSTL opens Higher library courses for librarians with secondary higher education.
1966 – The new Library building is opened for readers (see picture of the Main Building).
1967 – The SPSTL opens correspondence post-graduate courses on specialities: library science, bibliography and bibliology.
1968 – The All-Union Book Chamber begins to supply the SPSTL with complete set of free legal deposit copy of printed editions.
1969 – The SPSTL is appointed the Regional Center of Interlibrary book exchange (IBE) for Siberian and the Far Eastern libraries.
The SPSTL is entrusted with functions:
1973 – of the depository of dissertations defended in research institutions of the SB AS of the USSR,
1975 – … and of the Regional Depository.
1980 – The SPSTL gets down to developing a program of automation of library and bibliographic processes.
1982 – The SB AS of the USSR begins working out its automated system of science and technical information.
1983 – The SPSTL opens full-time post-graduate courses on specialities: library science, bibliography and bibliology.
1984 – By the decree of the Presidium of the SB AS of the USSR the SPSTL is confirmed the center of scientific and technical information of the SB AS of the USSR.
1989 – Kemerovo State Academy of Culture and Arts (from 2004 – Kemerovo State University of Culture and Arts) opens its correspondence department in the SPSTL SB RAS.
1991 – The SPSTL SB RAS accepts a representative office of the German publishing house “Springer Verlag”.
1994 – The SPSTL SB RAS becomes the representative of the Leipzig Book Fair in Siberia.
1995 – In the SPSTL SB RAS a Dissertation Council is organized to promote defending of candidates’ dissertations on specialities:
05.25.03 – “Library science and Scientific bibliography” (educational sciences),
05.25.04 – “Bibliology” (historical sciences),
05.25.05 – “Information systems and processes” (engineering sciences).
1996 – The SPSTL for the first time celebrates the All-Russian Day of Libraries.
1996 – The SPSTL’s post-graduate courses are supplemented with speciality “Information systems and processes”.
1997 – Internet-class is opened in the SPSTL SB RAS.
1997 – The SPSTL begins rendering services in the PSI [Personal Supply with Information]-mode on the problem “Sustainable development”.
1998 – On the basis of the SPSTL SB RAS the Siberian regional library center for continuous education is founded.
1998 – The SPSTL SB RAS obtains the Certificate of State Accreditation № 421.
1999 – Licence is obtained for carrying on educational activities in professional sphere (post-graduate courses).
2000 – Licence is obtained for carrying on educational activities in the sphere of additional vocation training.
2000 – The Higher Certifying Commission (HCC) reconfirmed the SPSTL’s Dissertation Council on defending candidate’s dissertations in speciality 05.25.03 “Library science, Scientific bibliography and Bibliology” (educational sciences, historical sciences).
2001 – The SPSTL obtained licence for publishing activities.
2001 – The newly edited version of the SPSTL’s Charter is adopted.
2001 – The first issue of “The SPSTL’s News” appeared.
2002 – Implementation of “IRBIS” started.
2003 – The SPSTL SB RAS initialized opening a department “Library and Information Technologies” (speciality 05.27.00) in Novosibirsk State Pedagogic University.
2004 – (May 17–23) – The IX Annual conference of the Russian Library Association took place in Novosibirsk; the SPSTL acted as its organizer and active participant.
2004 – The SPSTL’s Branch moved to a new building.
2005 – The concept of the electronic library of the SPSTL SB RAS appeared; electronic libraries of memorial funds of academicians V. A. Koptiug and N. N. Yanenko were created.
2005 – The beginning of publication of “Bibliosphere”, a journal dealing with problems of library science, bibliographical science, bibliology and information science .
2006 – A complex of the SPSTL’s editions on librarianship won the contest, organized by “Siberian Fair”, and was decorated with a gold medal.
2006 – The 5th volume of the collective monograph “Essays of the history of book culture of Siberia and the Far East” was published, concluding the 5-volumed work of the SPSTL’s laboratory of bibliology.
2007 (May 24) – The SPSTL’s Branch arranged a “round table” under the motto “Libraries of the Novisibirsk academic center – 50 years of work for science”, devoted to the celebration of the 50th anniversary of the SB RAS and the All-Russian Day of libraries.
2008 (October 6–10) – An inter-regional scientific and practical conference “The SPSTL’s role in the development of information and library services in the region” was conducted in the SPSTL , devoted to the 90th anniversary of the SPSTL and the 50th anniversary of its joining the SB
